In my toolbar (OE v6) I have a Newsgroups button.

Hit that and select subject.

If you don't have it right-click on toolbar, then Customize, then add
button.

You'll first have to write the code for Outlook Express 2003 since no
such product currently exists.

Then find an NNTP (Network News Transfer Protocol) server that you want
to use. There are free ones (that carry only text groups), paid ones
(to include binaries), and author-specific ones (like for Microsoft,
Mozilla, GRC, SpamCop, etc). Once you add an NNTP server, retrieve the
groups list from it and decide to which ones you want to subscribe.

Since you said how to join *more* groups which means you already have an
NNTP server defined in OE version *6* then reset the groups list (to
download the latest list of them) and simply subscribe to others that
you want to keep showing in OE6 when you next reload it. What groups
are available depends on which ones the NNTP server carries to which you
connect.

You don't. Not with "Outlook Express 2003". With Outlook 2003, you will be
calling a news client; probably Outlook Express 6, in your case. And you
will need a news server. Since you are posting through
'msnews.microsoft.com', you will only be able to subscribe to the groups
available on that server. And, as a Verizon user, your ISP news server is
going away, for good, so you will need a replacement, if that is what you
were asking about.
