Next:  how to read entire 1.44 mb of a floppy

I login, as admin, to our Windows 2000 server and can view all folders - no
problem.

Using Serv-U FTP Server, I create a folder and a new user - no problem.
Log out

Using CuteFTP, I login to the new user account and create a new folder - no
problem.
Log out

Log back in as admin of the server and I cannot see that folder I just
created as new user. Why? I would think, as admin, I can see everything on
the server. But I cannot see that folder.

You might be looking in the wrong place. Recreate the folder while
logged in as Admin and see what happens!

Nope. I'm looking in the right place. I even search Drive C: on the server
and that folder does not show. What I have is a server with a bunch of
websites. I login to the server as admin. However, each website has a their
own admin that has permissions to only their respective folder. I created a
subfolder ABC and created an FTP account for a specific user that only has
access to that folder ABC. I logged in as that user and created a folder.
Then, using Terminal Services, I logged back onto the server and I cannot
see that folder under ABC. I don't get it... As admin of the server I should
be able to everything correct?

The plot thickens....To clarify, as admin, I'm using Terminal Services. As
new user, I'm using CuteFTP.

I login as admin, create subfolders and test.txt file under ABC.
I login as new user and cannot see the above subfolders and test.txt.

As new user, I create create subfolders and test.txt file under ABC.
I login as admin to the server and cannot see the above subfolders and
text.txt.

I can even recreate the exact same folder names after they have already been
created by either admin or new user. It gets better...

As admin, I go to properties for new user. I make sure they have Domain
Admin rights and when I go to double-check I have folder ABC selected as the
FTP folder, I can see all the above subfolders in the dialog box. But I
cannot see them with Windows Explorer. I'm lost....

You write that you can "recreate" the folder when you log in as
administrator. This proves conclusively that you're looking in
the wrong place: Either the wrong machine, or the wrong share,
or the wrong drive, or the wrong folder.

I wish it did. I only admin 1 server and been doing it for 2-3 years. Never
had this issue on any other site.

Windows will never ever let you create a file or folder when
a file or folder already exists under this name. Since you are
able to do so while logged on under different accounts, you
must be in different places.

If you are not in a position to work out what's going on then
you must post full details about the actual locations where
you're trying to create these folders. So far you have only
hinted at them.
