I have a windows 2000 server and I have the name all wrong. I want to
rebuild the dns and active directory to reflect the correct name. Originally
I used something simular to sql2.survey.com but the name should have been
either sql2.local (no real dns name) or say telus.survey.net as it is hosted
with telus. In any case, how can I use dc promo to correct my problem and
get the dns working again.

If you use dcpromo to demote it, you will lose the domain. If you have users
already using it, this would be quite unfortunate. How many users do you
have?

If it was a Windows 2003 domain, you could use the domain rename tool
(rendom), but that is not available with 2000.
