fat32 data recovery . Help required.

I am trying to write a file recovery program. In a FAT32 partition (5
GB size) when a file is deleted using
"Shift+Del" key, the program is supposed to recover the entire file..
Only API calls are to be used (not driver). Please if someone can
explain the process and the API's.
