Cannot access RRAS properties

Two issues here, I am administrator on SBS2003 (standard) and trying to
setup Remote Web Workplace. When I select properties for my server i get
this message "You do not have required permissions to view the properties"
and I cannot do anything but refresh the view. A second problem users can
access exchange web but only 'domain admins' users can access RWW. I have no
desire whatsoever to put users in the admins group. I have checked my
permissions to RRAS and all group/local policies, everything seems to be what
it should, but nothing works. Domain Users are in the 'Remote Access Users'
and 'Remote Desktop Users' groups in addition to the 'Domain Users' group.
What do i do with gaining access to RWW properties and allowing users to
access remote desktop? When a user tries to access remotely, the are denied
access and with repeated attempts their account is eventually locked out, so
they are making contact with the server.
