I have experienced 'passwords required' when opening Outlook Express.

The passwords were not put there knowingly and it cannot be a simple
character added without relising it, because it would ask for 6 letters or
numbers in the password.

This has happened in my daughter's computer and she did not maintain her
security. I found 4 serious Trojans and it has been suggested that the
password is the result of a hacking that gained nothing and left a
'punishment' for their wasted attempt.

Short of re-installing Windows XP how can this problem be overcome?

It is getting ridiculous that security is so severe that one cannot get in
to change a password error with a password, but this is the age of dishonesty.

All email accounts require passwords. When you open OE it wants to download
mail from the default mail account and that may be the password it is asking
for. To check, open IE and click File | Work Offline. Then open OE.
If OE opens click File and uncheck Work Offline and then click Send/Receive.
