USB mouse issues

I recently worked on a friends pc, upgrading the bios so it would recognize
larger hd's, this went fine.
The issue I'm having is this, his usb microsoft intellipoint mouse doesn't
work, I can get it to work by deleteing the usb root hub and usb controller,
then reboot and the mouse works for that session, upon reboot, it no longer
works and in system it lists two hid mouse one deactivated one with the
exclamation mark, I've tried the ms drivers for the mouse, no go.
Any suggestions?

Confirm that you've got the latest Intellipoint mouse drivers (v.4.12 for
WinMe)

Also, be sure to 'Remove' both? (All) mouse drivers in DevMan in Safe Mode
before you try to install in Normal Mode.
