Size of fonts and window

My display on screen is HUGE and I don't know how to fix it. I tried going
to control panel, display, appearance but it won't let me change anything in
there. The "apply" button does not light up so I can click on it. I have
windows 98 on this computer and forget how to do a "system restore" Thank
you for any help or suggestions.

Click the OK button or use the enter key on the keyboard.
