Some questions to help with tshooting:
What OS and SP?
Is the client on the same subnet as RIS and DHCP server(s)?
Is it affecting just one or multiple machines? Has it worked before?
Is the RIS server also running DHCP?

Is the RIS client connected directly to a switch running Spanning Tree
Algorithm?
If so, enable PortFast on the port in question.
