windows quick launch bar moved on the top of screen(why), how to place it
down?
I tried to drag it, and manipulate in various ways, but this not helped, I
cannot hook the top part to put it down..

You can drag it back to the bottom by placing the cursor on an empty space
on the taskbar, press and hold down the left mouse button, drag it back to
the bottom and release the mouse button. If you're unable to get to the
taskbar with the cursor due to "Autohide" being enabled and it won't slide
back out, press the "Windows" key on the keyboard to slide it out.

If the above fails to work, please inform us of exactly everything you
attempted to "manipulate in various ways".

The Quick Launch bar, like the Links bar (also handy - try it sometime)
is an optional part of the Windows Taskbar. You can turn the Quick
Launch bar and the Links bar on and off with the Toolbars flyout on the
Taskbar's context menu (what you get when you right click a blank area
on the Taskbar).

I can't separate my Quick Launch bar from my Windows XP Taskbar. Is it
possible you are troubled by the Taskbar being at the top edge of your
display? Are you troubled by the Taskbar appearing in front of
application windows?

You might need to unlock the task bar to relocate it to the display edge
where you like it. On the Taskbar's context menu click on the line
that says "Lock the Taskbar IF there is a check mark beside the "L". You
should then be able to drag the Taskbar to whichever display edge you
are comfortable with. You should also be able to drag the edge of the
Taskbar to change its height (width if you like it at the side of the
display).

The Taskbar's context menu also offers a "Properties" pop up with
several menus for the "start" button and the rest of the Taskbar.

Windows 98 does not include the option to lock the taskbar.

I tried grab it by a blank part to drag, but I canno: bar is not dragable
downside.
I am only able to drag the bottom edge of the Taskbar to change its height
vertically. Seems, there are no "Lock the Taskbar" option in Windows 98.

You're dragging the edge which means you do not have the cursor completely
on a blank area of the Taskbar. Your cusor should not be the double pointer
when you press/hold down the left mouse button, if it is you're on the
edge/border of the taskbar and not inside the edge/border,

Read carefully the response from Brian A. I also think you are not
grabbing the Taskbar in the right place.

Sorry about the "Lock the Taskbar" mention. I forgot that is not an
option in Windows 98.

No, I placed cursor completely on a blank area of the Taskbar, and tried
various places inside Taskbar.
Don't know why this problems occurs. Something goes wrong with this Taskbar.

Try this:
Click Start > Run, type in: regedit and press Enter or click Ok.
Navigate to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects

Right click on StuckRects > click "Export" in the popup menu.
Select a place to save it, type in a name for it and click "Save".
Delete "StuckRects".
Reboot and the taskbar will be recreated.

If you haven't completed the regedit yet, before doing so, reboot to Safe
Mode. Booting to Safe Mode should restore the Taskbar to its default
position. Once your completely booted into Safe Mode, reboot back to your
normal desktop.

Glad to hear it. I can think of 4 possible reasons you had trouble
getting it back in position at the bottom of the screen, 1 of which you
already stated as negative.

Your cursor was on the border, not properly on the taskbar. I know of no
one that has enlarged the height of the taskbar without being on the border
where the cursor is double pointing arrows.

If your cursor wasn't changing to a double arrow when on the border, the
mouse may be on its way out.

If you were actually on the taskbar properly, you didn't drag far enough.
Most times you won't see any movement until the cursor gets near to the edge
your're dragging it to, once near it snaps into place.

You have other issues with the PC which are unknown to us.
