Problem with Active Desktop Recovery - help 2

Hi
My friend has the following problem.
For what ever reason the computer locked up. Turned the computer of
via power switch as unable to do it any other way. Computer restarted,
desktop appeared it then went in to Active Desktop Recovery mode and
locked up, could move the mouse but was unable to do anything else.
Tried re-booting several times with the same result.
Decided to re-install Windows ME which went OK but during the last
restart the same thing happened locked up at Active Desktop Recovery.
Is there anything I can do without having to do a disk format and a
complete re-install.
