Like the previous question of yours about BASE2.cab, this file is another
one that should be found in the Windows installation files. Specifically,
it's inside Win_20.cab. If you can't find these installation files on your
machine, you need to find a copy of ME installation disk. AFAIK, there is no
place to "download" these files. If there is, it's illegitimate and
something I would avoid.

Is your computer a brand-name machine or is it a "whitebox"? Most if not all
major brands put the installation files right on the hard drive, usually in
the folder called C:\Windows\Options\CABS. IF you don't have them, I would
heartily suggest you find a copy of ME, since these installation files are
needed for most hardware installations, and even when you simply reconfigure
things like the network. Pretty hard to get along for much time without
them. As I mentioned before, I think it might be a case of the files being
on your system, just not where Windows expects to find them.
