From GPMC, when looking at the domain level, make sure your custom Pass
Policy is linked higher in the list than the default domain policy. You
can use the arrow buttons to change the order they are listed. The
policies are applied from the buttom to the top - your PassPolicy needs
to be listed "higher" in order to be "processed" later (last writer wins
principle).
