Using Group Policy to define a Password Policy

I am using Windows Server 2003. I am having difficulty using Group Policy to
get the passwords for the all the domain users to expire in 14 days. When I
use Group Policy Management to edit a new GPO for the password policy, and
link it to the domain. The passwords don't reset. Also I would like for the
users to receive a notice that the password will need to be reset in 14 days.

can you give me some guidance on how to get the passwords to be reset after
14 days?

From GPMC, when looking at the domain level, make sure your custom Pass
Policy is linked higher in the list than the default domain policy. You
can use the arrow buttons to change the order they are listed. The
policies are applied from the buttom to the top - your PassPolicy needs
to be listed "higher" in order to be "processed" later (last writer wins
principle).
