I'd remove everything related to networking and start over:
1. Go to Control Panel | Network and remove all network components.
2. Reboot and let Windows 95 detect and install the network card.
3. Go to Control Panel | Network and:
a. Add Client for Microsoft Networks.
b. Add File and Printer Sharing.
c. Add the TCP/IP protocol if it's not present.
d. Remove NetBEUI and IPX/SPX if they're present.
