I need to create boot floppy that will allow me to get to a Dos Prompt on an
NT4 Server. How can I do that?

Boot it with a Windows 98 boot diskette, you can download one from
Bootdisk.com. You won't be able to access NTFS disks with that but you
will be able to access FAT16 disks.
