ACTIVEPERL.EXE does not bring installsgield wizad

I have two windows 2000 servers, both are WINDOWS 2000 SP 4.
On one server I go to C:|program Files\Resource Kit and double click on
ACTIVEPERL.EXE, it takes me to InstallShield Wizard. On another Server,
ACTIVEPERL.EXE immediately exists as though it cannot find InstallShield or
somehow cannot invoke it. The size of ACtivePerl.exe is identical.
I even copied the executable (which is working) to non-working server in
C:|TEMP directory. Once again, when I double click on ACTIVERPRE.EXE or run
from command line it
Immediately exists. Something is clearly different. Searching Internet
suggest that .dll's may not be registered properly. I tried to register my
..dll's, I get COM+ 1.0 Catalog not found or so.

I am not a Windows NT administrator, but want to give some ideas to our
System Admin's to troubleshoot this problem.
