What they are referring to is when you delete the text of the message
that you are replying to from the message you post on the newsgroup.
The idea is that when replying to a message, it's helpful to include the
key points from the previous message that you're replying to.

A common scenario in newsgroups is helping someone fix a problem with
their computer...

Somebody posts a message asking for help...
Someone replies and suggests a fix...
The OP replies back with the results...
Someone suggests something else....

This goes on for several messages. Now some newsgroups have a very high
volume of messages posted each day. Not everyone has the time to sit
down and read each and every message posted. So if you were to read
just the newest message in a thread, as long as the quoted text wasn't
deleted, you could see what the original problem was, what had been
tried along with the results. And you wouldn't have had to read every
message in the thread.
