Recently I installed a software to an WinXPropSp3 run PC and as it was
not successful as the program did not run properly. I tried to
uninstall it.
One removed from the PC I reinstalled it again but to my surprise the
windows installer failed and got a notice:
The system administrator has set policies to prevent installation.
I tried to do t he command prompt to change the password hoping that
it might work but it failed.
Then I downloaded the windows installer clean up utility and installed
it
http://support.microsoft.com/kb/290301
But the problem still persist.
It still say the same:
The system administrator has set policies to prevent installation
Is there a generic method to resolve this issue that I am not aware
of?

This is a prima facie indicator of malware. Most malware
nowadays (1) pretends to be a component of Windows,
(2) is programmed to disallow standard Windows procedures
like uninstallation. The OP did not mention how often he
scans for malware.

That PC is protected by Kaspersky Internet Security and is regularly
updated and scanned and so far no malware was found.
I have installed other software in that PC recently( before I did
that latest instalation) and it did not exhibit that peculiarity.
