Roaming Profiles nightmare with outlook

I have read so much every where but no luck! i am getting close to use my keyboard as a bat and my monitor as the ball!


Here is the problem.

I have just creating a domain with active directory and roaming profiles.
everything seems to be in working order.

i have a folder that gets mounted to H: and thats where i store the pst files. that way it's not being copied back and forth everytime someone logs in and out.

all the settings seem to be in order as far as folder redirection.

outlook is a huge problem, when i log in as an admin it opens fine.
when i log in as a user, i get " cannot start outlook" and that it.

Obviously the problem is permissions, but where?
it seems like outlook access a local file by default but when you log on with roaming it doesn't have access to it, so it explodes a big bag of dog ish!
