Never used Outlook express, still getting compact msg notice

As stated in the title, I update the OS and I am not getting this notice to compact the messages in Outlook Express. The thing is, I do not use nor have I ever used Outlook Express on this system. Everything I've seen in regards to this have been from users using the program, does anyone have any clues on how to remove the notification when you do not use the program?
