Issue with th .mpeg file.

I tried to play a .mpeg file on my VM but I got an error saying that the required CODEC is not installed on the system. I then installed a AC3Codec1.62b on my VM with an admin account. When I am in admin profile I can play that file without any issues. But when I login with a normal user account I am getting an errorm message that "WMP cannot play this file, there is a problem with the sound device.There might not be a sound device installed on your computer or it may be in use by another user".
I gave permission to the installdir and to the registry entries which the codec installed but I still see the same error messages.

Can someone here help me out to figure this out??
