How do I increase the size of the icons only in the taskbar and system tray without changing the resolution? I have tried going into the Display menu in control panel and it changes the icon size on the desktop but not those in the system tray or taskbar.

Most likly you can't, "The user is the proble, not the software" is how microsoft write all there software and so remove customisability.

Found out how to do it. Right click on the desktop and click on properties. Click the Appearance tab, click Advanced and then click on "active window". The size of only the toolbar and its icons can then be adjusted to personal preference.

But that increase the window icon size of the as well...
