Age of Empires III will not install - please help!

In attempting to install AOE III The War Chiefs, I am not able to
successfully complete installation. Here are the steps/outcomes:
1. Insert disk, click Install
2. Install Shield begins, checks OS, etc.
3. Message window appears: "Age of Empires III is not installed. This setup
will exit."
4. Click OK
5. AOE III InstallShield Wizard appears, "InstallShield Wizard Complete. The
wizard was interrupted before Age of Empires III - The WarChiefs could be
completely installed/uninstalled."
6. Click Finish

Nothing installed. In attempting to start a ticket with MS Support, my PID
is required. Cannot obtain PID unless program is installed. Arrrgh!

I checked my system requirements using dxdiag, and the system far exceeds
the requirements for the game in every category, as far as I can tell. Does
anyone know why this is happening? There is no information given, it just
fails.

Do you have Age of Empires 3 installed already?

WarChiefs is the expansion pack for it, and as such requires AoE3 installed
already.

Well, duh. I can't believe I made such a silly oversight. It is indeed the
expansion pack. And I'm an IT professional! In my defense, the text
indicating "expansion pack" is quite inconspicuous. Clever way to get people
to purchase both. Also, the game is so new, I wasn't expecting an expansion
pack to be available so soon. Oh well, I guess I'm on the hook for the game
now. Someone in Marketing as MS is having a warm feeling right about now.

Well, this game is driving me crazy!!! The AOE3 the Warchief is not
installed too but my install shield wizard has another problem. Let me
write for how it goes...
-Autoplay appears
-Click install
-Running install shield wizard
-install shield wizard finished
Unfortunately, a message appears. It says ' The Age Of Empires was not
installed for all user or the current user. Please log in the correct
user. This setup will exit.' What the hell is this game talking about?!
I have got Age Of Empires III and the Asian Dynastics installed in my
computer and they work very well. Then why is the Warchief not
installed? Why doesn't it work properly?
Is the Warchief's technology too low for my computer?

Can somebody give me a hand with this? It will be better if the company
of Microsoft member can help me out......
