cannot turn on network

I just upgraded my laptop to windows vista and I can not turn the network
thing on. It wont detect any network because this thing isn't turned on... so
which means there is NO internet untill I do so. I found where I need to
go... but when it gives me the option to turn it on... nothing happens. Can
some one please help me figure out how to turn it on.

Where are you going to "turn on" the network "thing"?
