While attempting to use bcedit in Windows Vista I get an access denied error
message. I am using the administrator account. What's happening and how can
I resolve this.

Bcdedit requires elevated privilege, and simply logging on to an admin account is insufficient buy levitra. This is by design (not dissimilar at all from Linux's root privileges). Click start and type CMD, right click the start menu entry that appears and choose 'run as administrator' to get the proper level of privileges to run bcdedit.
