Vista not reading my Dual Core CPU Capacity Correctly??

I upgraded my processor to an AMD Opteron 2.2Ghz Dual Core processor. For
some reason windows vista is reading that my CPU usage is at 75% to 90%
capacity for both cores at rest. Things seem to be moving too fast for that
to be true but things also do seem a little bit slow. Is there any way to
fix this so Vista can read my processor usage correctly?

Have you looked to see what is using the CPU?
