Is there any way to transfer all documents and programs (i.e. Microsoft
Office) from one user account to another one?

When you install Microsoft Office, you are given the option to install for
the current user or for all users. If you select the current user option,
then only that account has access to the programs. If you use the all users
option, then any account, including newly created accounts will have access
to the programs.

If you used the first option to install to the current account and you want
the program available for another account, your best option is to re-install
the program to the same, default location while logged on with the new
account.

You cannot simply transfer the files, since there are hundreds of registry
keys that are created with the install.
