Help!

I bought a sims 2 off ebay but it kept freezing so i bought the sims 2 double deluxe in canada when I was on holiday. I uninstalled all of the old sims and tried to put the new one on, and after the do you allow this program or not message, nothing happened. I went to my computer and did it that way and nothing happened, so I tried to install my old sims again, and the same thing happened again! I'm getting really annoyed because this laptop is new.
Please help!
