I recently installed new drivers for my graphics card via Windows update, and
after I installed them my screen went black and then the screen in the
picture showed up. This has happened to me numerous times before, usually
only when running games and it would go away after I pushed Alt-Tab a few
times, but this time it's not going away. Everytime I restart my computer
this screen pops up and I don't know what the problem is. Theres no way for
me to rollback on my previous driver because I can't even get into my
computer to do so. Any help you can offer would be greatly appreciated.

Since you are using vista you are supposed to be able to do a recover by
using the vista dvd to start it.

Well I just booted my computer in Safe Mode and roll-backed the driver, but
after rebooting the computer the same screen appeared. Might the problem be
that my graphics card is going bad?

As John said, you can boot the machine from the DVD (you may need to change
the boot order in the BIOS). Once there click the repair option and you'll
be able to access System Restore, which should roll the changes back.
