Install never finishes

Installing Vista Ultimate on a 150gb WD Rator SATA drive...The setup runs fine until after the restart phase. Once this happens the setup never continues. after the initial boot screen I get the message that Vista is starting for the first time(finishing setup) and I get a black screen with a cursor that can move but lags every 3 to 4 seconds. I have left this screen up for 8 or so hours with no result. After restarting from this screen I get the Vista loading screen and it also lags every 3 to 4 seconds and never goes past that screen, also let that sit for 8 or so hours with no change.

I am running
Intel Core 2 Duo 1.8ghz
1gb ram
nvidia nforce 650i mb
geforce 8800 gt pci-e video card
150gb wd raptor sata
200gb wd sata
250gb maxtor ide
200gb wd ide

Any ideas ?
