Is there a "Do Not Deliver Before" option on the new version of Outlook? I'm
not finding it and I used to use this option frequently for sending messages
at a later time.

You might try asking in an Outlook newsgroup:
microsoft.public.outlook.general

First off, if you have a question about Outlook it's better to
post it to the appropriate newsgroup.

Discussion in Outlook General Questions.
http://www.microsoft.com/communities/newsgroups/en-us/default.aspx?dg=...rosoft.

As for your question, see if the following helps.

When composing a new email message, click on Options in the
ribbon.
In the right hand side of Options, click on Delay Delivery.
In Message Options, look under Delivery Options for the "Do
not deliver before" settings.

Good luck
