I did an anytime upgrade on my laptop to upgrade from Business to Ultimate.
I want to reload Ultimate.
When I run the downloaded file from my digital locker, it says I can't run
it on the current OS (which is Ultimate)
What's the easiest way to do a clean install? Do I need to load Business
than install Ultimate?

You're going to have to follow the same upgrade path you used when you did
the Anytime Upgrade - start with Business, install Ultimate.
