Newbie Needs major Help

task manager is disabled, my desktop background picture has been replaced by a black screen that says "warning spyware threat has been detected on your pc..." , i get pop ups that i cant block for some site called pcsecuritylab.com that has this -->C:\WINDOWS\system32\drivers\pt.htm as the title for the page at the very top of my screen, a windows security center warning that pops up just as often that i dont think really is windows but more junk, i dont know if its the same thing or not but my start button just says log off & turn off computer (i thought it was supposed to say shut down), in my task bar i get a yellow triangle with an exclamation point in it & if you click it another web page opens.
