You do both.
Scanning whiling writing helps to prevent malware and malicious scripts to be on the
computer. Like when you broswse a web site or download from Usenet.
Scanning whiling reading can help prevent malware from getting the PC infected. Such as
when you place media in your computer like CDROMs and Flash Drives.
Together they are known as "On Access" scanning and they are an integral part of anti
malware protection scemes.
