how do I get rid of http://winguard2009.microsoft.com/block.php?r=59.0

It stops me from getting to the msn home page, do I upgrade office from 2003?

I think you're asking in the wrong place. This forum is for the database
software Microsoft Access - I'd suggest you ask in a Winguard forum or one for
your installed version of Windows.
