How do I save a photo at 300 dpi?

You will need an image editing program such as Adobe Photoshop, PhotoDraw,
etc. Publisher doesn't have the ability to create 300 dpi images.

open you picture in Pub and select all, right click and 'save picture'
choose jpg then you will have an option to increase to commercail 300 dpi

I'd suggest using your favorite photo editing program.

Publisher won't "increase" the dpi. Publisher will save the image at 300 dpi
only if the image was already 300 dpi. Otherwise Publisher can save the
image as the same dpi or LESS.

unless the image (assumed to be a photo) is already at 300 dpi,
upsampling like this is going to adversely affect the reproduction
quality. In turn, it will adversely affect the image of your compnay/
client.

so. DDT. (Don't Do That)

deal with the image in Photoshop properly from the beginning.

If what you want is an image of the page, this, too, will adversely
reflect on your company/client as one that is not up to speed on the
right way to handle such things.

Use PDF.
