38K is very fast compared to my 12K on ADSL.
Remember that the rate for publishing is not only moving files from one
place to another - it is also takes into account time taken to open or
create, update and close meta data files on both the local and remote
websites.
The way to increase the rate is to upgrade the hardware on your PC and
on the server, reduce the number of web sites on the server so that it
is not so busy, and so on. None of these is really practical.
