WBS Modeler

Using Vision 2007 and Project 2007, I'm experiencing ODD behavior attempting to use the WBS Modeler. Installation went without incident. I checked all of the other known items such as Trust Center, and COM Add-in. Here's my symptom:

The WBS Modeler Menu contains only :

Compare with Microsoft Office Project
Export to Microsoft Office Project
About

There is no reference to Import. I'd really like to import from an existing plan and create the WBS--as I was led to understand this feature could do.

Also, the About selection does not do anything.
