Can someone help me with the installation of Visio 2003 MUI on a Windows
2003 Terminal Server? Is there a procedure?

Is the normal install not working?

I think that *technically* this is against the rules of the Microsoft
license. I've heard many times something about "Visio is not officially
allowed to be run on a server" -- but I don't remember the details exactly,
and I don't remember if there is something specifcally in the instalation
program that prohibits this. Maybe someone else can chime in on this?

The restriction on server usage does not apply to Terminal Services as long
as it is licenced properly. The technical issues around running as a server
(covered here: http://support.microsoft.com/kb/257757/en/) don't really
apply in the TS case since the issues are more around automation on the
server.

I'm not aware of any MUI issues relating to TS installs. One thing to look
at around the MUI install is that Visio has it's own MUI. Also, Visio should
be installed first, then install the MUI pack.
