My boss wants to see our org chart as a tree rather than
a top-down heirarchy. I've used the wizard to make my
heirarcical chart, but how do I rotate ... page rotation
tool gives me upside down text ... I want bottom up chart.
Visio 2000.

I'm afraid that you can't do this with the Org Chart solution. You could
manually create such a diagram, but the wizard and the relayout functions
expect a top-down hierarchy.

Any suggestions whether a new version will help or any
other product that will make this happen?

No, the limitation exists even in the latest release.

Actually, you can make the text show the right way up even after rotating
the page.
Edit the local stencil masters, and enter the following formula in the
TxtAngle cell of the Text Transform section of the shapesheet:
=GUARD(180 deg)
