The most common reason for this is you have not uploaded all the Publisher
html output. When you Publish to the Web, Publisher produces an index.htm
file and an index_files folder that contain all your supporting graphics and
additional pages. Upload the index_files folder and you will probably get
your pictures.
Its also possible that your pictures are just too large and taking a long
time to load. Reference: Compress graphics file sizes to create smaller
