Per the thread "No Design time Controls even after a repair then uninstall /

It appears that design time controls can't be installed if you don't already
have some.
Some people had them on a fresh install, some didn't.
To add one, you have to have one already installed, as the 'add' button is
on a dialog listing *existing* design time controls, and if you have none,
the dialog doens't show.
So if you don't have any design time controls, how do you add one?
I am using the (poorly) documented FrontPage SDK and attempting to write a
design time add in, but can't even install (per the instructions) the
samples. These are in the "Bots" directory, although the one design time
control that's listed in the BOT directory (FPCount) already shows up in the
Insert->Web
Component->Hit Counter, which is 'above' the Design time controls that I
need to get to (Insert->Web Component->Advanced Controls->Design-Time
control.
So is installation of design time controls completly broken?
