I am converting Word docs with links to .pdf. However, I am not able to do
it within my Frontpage site. So, what I tried to do was create all of the
links in MS Frontpage (virtual) then save the Word doc to my desktop and
create the .pdf files. However, the links get converted to "full path", then
when I publish the site, the links in the .pdf are still pointing to the
development site.

Anyone know what I can do to resolve this and still use the .pdf output?

Open the Word document from your desktop or C drive in Word (not FrontPage).
Save as PDF.
Open your web site in FrontPage.
Import the PDF file (File > Import) into your web site.
Create or open a web page and create a hyperlink to the PDF document that is
now in your web site.
