Change permissions for a group of users

I have put a few links to word & excel documents on my website, but evertime
someone tries to retrieve these word/excel documents, is asks for a password.

I have researched how to fix the problem and all I get is " On the Tools
menu, point to Security, and then click Permissions", at that point I assume
that I authorize them to view these files. #1, I'm not sure if this will fix
my problem and #2, I do not have "Security" under my "Tools" button, or
anywhere esle.

Any advise????

By chance are the files stored in the _private folder or another folder that starts with an underscore _
If so that is the problem.

Store them in a regular folder.

Actually they are saved in my "forms" folder, and none of them start with an
underscore.

Any other ideas???
