When I view my web page in preview, or online, the background colors do not
appear. This is true in both IE and Netscape. How do I set my browser to
see background colors? Thanks.

Browsers will usually display background colours - printers don't.
So, you have to discover what is wrong with your page if the backgrounds do
not display in IE or Netscape.
There is not enough information in your post to give any further advice - a
link to a faulty page would be helpful.

Just in case you have set accessibility options - in Internet Explorer,
Tools->Internet Options
Click Accessibility
Clear all the boxes
Click OK, Click OK

Ticking the first box stops IE displaying background colours, the other
boxes together with Advanced options stop background images.
