Page set-up works fine in a letter but I have a long A4 document of 200 pages
and I've set left and right at 2.5 cm plus a left gutter of 1cm 'in whole
document'. But Print View shows a wider right margin and also in a printed
page both margins are wider than I've specified.
Additionally, the page shows in Print View as a short page and prints with a
lot of space empty at the bottom.
I use Office 2003 and I've checked paragraphing is not indented. I have many
Section breaks.
What can I do? Or is it some kind of bug?

The problem could be that you have set the paper size to _A4_ in the Page
Setup dialog box but that _Letter_ is selected in Print > Properties > Layout
tab > Advanced button > Paper/Output.

Most likely your document contains "markup" (tracked changes or comments),
and Word is allowing extra margin space for the "balloons."
