Can not install language dictionaries Word 2003

Hi,
I have Word 2003 and Office 2003 in English installed, as well as Microsoft Proofing Tools.
I can use without problems the spell check in Spanish, English and French.
I tried installing the German dictionary using Proofing tools. I followed all the steps, but when I tried setting the document in german the check sign is not installed in German. Furthermore I get a sign: Cannot find proofing tools for german.
