Why always defaulting to US English Dictionary?

Each time I open a new document, I set the dictionary to UK English, I
also click the "default" button, it asks me if I want to set UK English
as the default dictionary for the template normal.dotx

All well and good, but then when I open a new document - it's re-set
itself to US English!

Why is it doing this?

Is there a way I can completely remove the US English dictionary? I
don't need it.
