Is it possible to change the default "all day event" time period to say 0:00
to 23:59 rather than the current default of 00:00 00:00

No.

It would no longer be an all-day event, but you can certainly make an
appointment for that duration.

On a meeting request the "All Day" option displays on the recipient's
calendar as starting at 12:00 a.m. on Monday and Ending at 12:00 a.m. on
Tuesday. This confuses the recipient as they do not know whether the meeting
or event is scheduled for Monday or Tuesday. Is there any way other than
choosing a specific time to tell Outlook that one day is from 12:00 a.m. on
Monday and ends at !1:59 p.m. on Monday.

No. If they use the Day/Week/Month view, they can see what day its on.

I don't see how anyone can be confused by this. If the ending time is 12:AM
Tuesday, clearly it can't be at any time later than that, which means it can't
be on Tuesday.

Regardless, I do see a lot of people complain - they use a table view and a
quick glance puts the day name in focus, not the times -
Event Mon 7/21/2009 12:00 AM Tue 7/22/2009 12:00 AM

The solution is to put the duration field in the view -
Event Mon 7/21/2009 12:00 AM Tue 7/22/2009 12:00 AM 1 day
