Have you worked through the article on language formatting and spell checking
in the "Tips" section of my website? That should walk you through how Word
handles this, and may show where the disconnect is occurring.
My best guess would be that you've specified a different language than the
Windows default, and Windows is overriding the language (on the empty
document). If you enter some text in the template (or a document), select it,
apply the language you want to use, then press F7 does spell check work?
